This competition requires that the declaring subject should be an energy investment enterprise with investment ability and relevant technical experience, allowing a single subject or a consortium to declare.
The declaring enterprise (or consortium and its member units) should have a sound modern corporate governance structure, strong assets, reasonable debt level, good credit record and performance related to new energy development and construction or photovoltaic sand control.
It is worth noting that the declaring enterprises must promise to synchronize the design, construction and acceptance of photovoltaic construction and desertification land management. The project should have the conditions of power grid access and absorption. Before 17:00 on June 3, 2026,
each applicant shall submit the sealed and complete paper application materials (1 original and 7 copies) and the electronic U disk to the Ordos Energy Bureau through the competent energy department of the banner area. Late delivery or failure to deliver to the designated place will not be accepted.
Earlier, on February 11, Inner Mongolia News Network-Inner Mongolia Daily reported that the power supply scheme of Kubuqi power transmission to Shanghai and Kubuqi power transmission to Jiangsu "Shagehuang" base was approved by the State Energy Administration. It is expected that by the end of 2026, the construction of supporting coal-fired power will be officially started.

It is reported that the above bases are mainly located in the Kubuqi desert area of Ordos City.
Among them, Kubuqi Power Transmission Shanghai Base plans to build 8 million kilowatts of photovoltaic and 4.5 million kilowatts of wind power. Supporting coal power 2 million 640 thousand kilowatts, new energy storage 9 million kilowatt hours, the total investment of about 63 billion 200 million yuan ; Kubuqi Power Transmission Jiangsu Base plans to build 8 million kilowatts of photovoltaic power, 4 million kilowatts of wind power, 2.64 million kilowatts of supporting coal-fired power and 8.16 million kilowatt-hours of new energy storage. The total investment is about 64.2 billion yuan .
