India's 2025-26 annual economic survey released by the Ministry of Finance shows that the country's per capita cement consumption has risen to about 290 kilograms, but it still lags far behind the global average. At present, India has become the second largest cement producer in the world after China, and its per capita cement consumption has huge room for growth.
From the perspective of industrial structure, India's cement industry system is huge and complete. There are about 160 large-scale comprehensive cement plants, 130 grinding stations and 62 small cement plants in China, with a total installed capacity of nearly 690 million tons, while the actual output in fiscal year 2025 is about 453 million tons, and the capacity utilization rate is about 65%, showing a sufficient supply margin. This state of abundant capacity provides a buffer to cope with demand fluctuations, but it also means that the industry is facing certain pressure of capacity elimination and integration.
Geographically, India's cement production capacity is highly concentrated.
