On September 4, the official website of the People's Government of Liandu District, Lishui City, Zhejiang Province, issued an announcement on the approval decision of several EIA reports. It includes the approval opinions of the ecological environment impact report form of the "ten thousand mu gigabit" ground centralized agricultural-photovoltaic complementary composite photovoltaic development project (180MW in Xiandu-Yanquan area) in Liandu District (re-approval).
On August 24, the official website of the People's Government of Liandu District issued an announcement on the acceptance of the EIA documents for the project. The content of the document shows that the project is located in Yanquan Street, Xiandu Township and Taiping Township of Liandu District, with a land area of 3,035,383 m2 (4553.53 mu) and a total investment of 106484 2,000 yuan .
The project has been approved by Lishui Ecological Environment Bureau on November 21, 2023, and started construction in early 2024. This is a major change for re-approval. At present, the approved plots have been basically completed, and the construction of new plots and construction areas has not yet started.
The EIA documents show that due to the adjustment of land policy and the inability of local high-standard farmland construction to arrange photovoltaic panels, some plots in the photovoltaic area of the project can not continue to be used, and the construction process is found to be affected by the terrain. Due to the terrain elevation difference , photovoltaic panels could not be laid in some locations, resulting in low land utilization rate. The construction unit immediately re-planned and adjusted the construction location of the project. After the adjustment, the project scale remained unchanged and the location changed .
The original EIA approval involves 72 blocks, involving Yanquan Street and Xiandu Township, covering an area of 3784.05 mu. This adjustment involves 83 blocks, involving Yanquan Street, Xiandu Township and Taiping Township, covering an area of 4553.53 mu, with an additional area of 769.48 mu . There is no change in the
installed capacity, which is still 90MW on the DC side of Yanquan Street and 90MW on the DC side of Xiandu Township. The power generation capacity is 180MWp . Photovoltaic modules still use 575 W p double-sided double-glass monocrystalline silicon photovoltaic modules. The construction unit of the
project is Lishui Liandu Guohe New Energy Co., Ltd . The company is jointly owned by Zhejiang Electric Power Co., Ltd. of State Power Investment Group, Lianhe New Energy Development Co., Ltd. of Liandu District of Lishui City and Zhejiang Hemai Clean Energy Co., Ltd.
