Publicity documents show that the 1.7 million kilowatt photovoltaic power generation project of Shanxi Jinbei Coal Mining Subsidence Area (Xinrong) is located in Xinrong Town, Gudian Town, Guojiayao Township, Bailubao Township, Baoziwan Township and Xicun Township of Xinrong District, with an installed capacity of 1700 MW and a DC side installed capacity of 2040 MWp. A 710WpN-type monocrystalline double-sided photovoltaic assembly 2400804 block and a 640WpN-type monocrystalline double-sided photovoltaic assembly 521760 block are adopted, There are 3600 670WpN monocrystalline double-sided photovoltaic modules, and the construction unit is Jinneng Holding Jinbei Energy (Datong Xinrong District) Co., Ltd.

The project is a change project, and the photovoltaic power generation capacity has not changed before and after the change, which only involves the adjustment of the construction site of some photovoltaic fields.
It is reported that the project has been put on record in January 2025, and the EIA document of the project was approved by the relevant departments in April of the same year.
However, after the approval of the scheme, the construction unit in the follow-up design detailed survey stage, affected by multiple factors such as site topographic and geological conditions, safety factors, land use adjustment and so on, part of the original planning land can not be occupied, resulting in the reduction of the area occupied by the photovoltaic array area, which can not meet the full capacity demand of the project approval.
Therefore, the construction unit plans to increase part of the available land in Xinrong Town and Xicun Township as the project land, resulting in changes in the layout of photovoltaic array, on-site power collection lines, supporting roads and other construction sites. At the same time, the proposed site overlaps with the secondary land protection area of Zhaojiayao Reservoir water source. On January 22, 2026, the People's Government of Xinrong District issued relevant explanatory documents to explain the adjustment of the land use scope of the project and the selection of the secondary land protection area of the water source area of Zhaojiayao Reservoir, and to carry out the environmental impact assessment of the project in accordance with the law and regulations.
At present, the 1.7 million kilowatt photovoltaic power generation project of Shanxi Jinbei Coal Mining Subsidence Area New Energy Base (Xinrong) has not started construction.
