On February 12, the Natural Resources Bureau of Zhangzhou City, Fujian Province, issued a public announcement on the demonstration report on the use of the sea area for the change of the 300 MW fishing-photovoltaic complementary photovoltaic power station project in Zhangpu Old Town, CECEP. According to the
document, the project is located in the south of Baisha Village, Jiuzhen Town, Zhangpu County, Zhangzhou City, Fujian Province, at the top of Jiuzhen Bay, with an estimated total investment of 1907.9444 million yuan and a planned AC side installed capacity of 300 MW. The actual installed capacity on the DC side is 405.0046 MWp. It is planned to construct a photovoltaic field, a 220kV booster station and other related supporting facilities. The planned construction period is 12 months. The owner of the project is CECEP (Zhangzhou) Solar Energy Technology Co., Ltd.
Up to now, the land booster station and related supporting facilities of this project have been completed, and some photovoltaic fields have been completed and grid-connected power generation has been realized.
However, during the organization and implementation of the project, some reclamation and breeding areas are involved in civil disputes not caused by the project, and the relevant areas are unable to enter the construction site in stages, which makes it difficult for the project to fully carry the planned installed capacity under the original sea layout conditions at the present stage, and affects the implementation of the overall power generation capacity of the project in stages.
On the premise of not changing the main body of project construction, not adjusting the original development mode, not changing the type and mode of sea use, the construction unit intends to optimize and adjust the original layout of sea use. The newly added sea-use plot is continuously connected with the original sea-use scope in space and functionally consistent with the original scheme, and is still integrated into the unified planning, construction and operation management system of the old Zhenwan fishing-photovoltaic complementary photovoltaic power station.
