In the process of governance, we will further expand the "four edges and five obstructions" governance model, focusing on the implementation of 15 projects, such as the joint prevention and control of Mongolia, Gansu and Ningxia, and the systematic control of quicksand along the Yellow River shoreline, to further broaden the forest and grass belts along the three deserts, to ensure that the preservation rate of afforestation and grass planting is stable at more than 70%, and to resolutely curb the trend of desert handshake and the trend of southward invasion and eastward migration. 2024, the Energy Bureau of Inner Mongolia Autonomous Region issued the Notice on the Implementation of Desertification Prevention and Control and Wind Power and Photovoltaic Integration Project, and the Alxa League Desertification Prevention and Control and Wind Power and Photovoltaic Integration Project was officially approved. The project focuses on the Yellow River "Jiziwan" war zone, the Hexi Corridor-Taklimakan Desert Blocking War Zone and the new energy development plan, and plans to develop a total installed capacity of 4.1 million kilowatts of new energy, including 1.345 million kilowatts of wind power and 2.755 million kilowatts of photovoltaic power. The total area of ecological management is 599600 mu.

The total installed capacity of new energy in the northern edge of Ulan Buhe and Tengger Desert is 1.8 million kilowatts ( including 800000 kilowatts of photovoltaic and 1 million kilowatts of wind power).
