First, the overall requirements
are based on the principles of application traction, scenario-driven, adaptation to local conditions, and coordinated linkage, through the pilot project of urban agglomerations. Expand the application scenario of hydrogen energy from fuel cell vehicles to transportation, industry and other qualified areas, enhance the supply capacity of clean low-carbon hydrogen, overcome a number of technical blockages in the field of hydrogen energy application, break through the bottleneck of Indus trial development, form a number of replicable and popularizable business application models, and build an economic, reasonable and efficient one. Create a good industrial ecology. The three departments select urban agglomerations with good industrial foundation, rich application scenarios, strong hydrogen energy resource support capacity and complete industrial chain to take the lead in carrying out the pilot project of comprehensive application of hydrogen energy, scientifically, orderly and actively explore the path of comprehensive application of hydrogen energy commercialization, improve the policy environment for industrial development, and promote the integrated development of the whole industrial chain of hydrogen energy "production, storage, transportation and utilization".

2. Each urban agglomeration in the pilot task
should give priority to the application scenarios of qualified fuel cell vehicles, green ammonia alcohol, substitution of hydrogen-based chemical raw materials, hydrogen metallurgy and hydrogen-blended combustion, and actively explore innovative application scenarios of hydrogen energy. To form a hydrogen energy comprehensive application ecology of "one fuel cell vehicle general scenario + N industrial application scenarios + X innovative application scenarios" (see Annex 1 for the declaration requirements and basic objectives of each scenario).
(1) Fuel cell vehicles. Taking the construction of hydrogen energy highway and hydrogen energy corridor as the main line, we will focus on promoting the large-scale application of commercial vehicles such as medium and heavy, medium and long-distance transportation and cold chain logistics, encouraging the application of bus passenger transport, urban logistics, urban sanitation, dregs transportation and other vehicles, and exploring the application of official vehicles, online car appointment and other passenger vehicles.
(2) Green ammonia alcohol. In order to improve the technical economy of green ammonia and alcohol, expand downstream consumption as the main line, innovate production technology and process, and promote large-scale production and application. Integrate the construction of renewable energy hydrogen production projects, and carry out off-grid hydrogen production according to local conditions. Establish stable downstream consumption channels for green synthetic ammonia, green methanol and other products. It is strictly prohibited to construct coal-based ammonia alcohol projects in the name of green ammonia alcohol.
(3) Substitution of hydrogen-based chemical raw materials. In order to promote carbon emission reduction in major hydrogen-using industries such as refining and coal chemical industry, renewable energy hydrogen production projects should be constructed scientifically to gradually replace existing fossil energy hydrogen production such as coal and natural gas. Encourage the layout of hydrogen storage and transportation infrastructure.
(4) Hydrogen metallurgy. In order to promote the transformation of iron and steel industry from high-carbon process to low-carbon process as the main line, clean low-carbon hydrogen sources such as industrial by-product hydrogen and renewable energy hydrogen production are utilized nearby, and low-carbon metallurgical devices with hydrogen-rich/pure hydrogen gas as reducing agent are constructed. Establish stable downstream consumption channels for low carbon steel and other products.
(5) Combustion with hydrogen. In order to promote green and low-carbon industrial and residential heating as the main line, on the premise of ensuring safety and reliability, we should promote renewable energy hydrogen production as a high-quality heat source, directly mix it into natural gas pipeline network or industrial boilers, kilns and other equipment, and gradually increase the proportion of hydrogen blending.
(6) Innovative application scenarios. To explore the multiple application scenarios of hydrogen energy as the main line, promote the innovative application of hydrogen energy in rail locomotives, ships, mining cards, forklifts, two-wheeled vehicles, aircraft, standby power supply, cogeneration, new energy storage, electronics, pharmaceuticals and other scenarios.
3. Pilot declaration and selection
(1) Subject of declaration. The pilot project of comprehensive application of hydrogen energy takes urban agglomerations as the main body to declare, and the declared urban agglomerations should be voluntarily combined in accordance with the requirements of "regional connectivity, industrial synergy and ecological closed-loop", and the leading cities should be determined through consultation.
(2) Conditions for declaration. The specific application conditions are as follows:

(III) Selection process. The leading city shall organize other cities to jointly prepare the pilot work plan for the comprehensive application of hydrogen energy in the urban agglomeration, define the overall objectives of the comprehensive application of hydrogen energy, as well as the detailed task objectives for each year, each city and each scenario (see Annex 2 for the outline of the work plan). Leading cities should sign cooperation agreements with other cities to determine their respective division of tasks and functional orientation, and other cities should provide letters of commitment to leading cities to ensure the completion of their respective tasks and objectives. The competent departments of industry and information technology, finance, development and reform at the provincial level where the leading cities are located should strengthen the guidance of declaration work, be responsible for guiding and optimizing the composition, functional orientation and division of tasks of urban agglomerations, and ensure that the composition, task objectives and safeguards of urban agglomerations are scientific, reasonable and feasible, so as to achieve the goal of urban agglomeration. The work plan and declaration documents of qualified urban agglomerations will be submitted through the Hydrogen Energy Integrated Application Pilot Management Service Platform (www.hydrogen-china.org. The deadline for the declaration of pilot materials in 2026 is April 15, 2026.
The three departments entrust a third-party organization to conduct a comprehensive review of the qualified declaration scheme and issue a review opinion. The declaration of urban agglomerations shall be revised and improved in accordance with the evaluation opinions, and shall be submitted to the three departments with the consent of the provincial departments in charge of industry and information technology, finance and development and reform where the leading city is located. The three departments examine and verify the improved declaration scheme, select the best to determine the scope of five urban agglomerations, and implement one mature scheme.
4. The central finance of the reward standard
will adopt the method of "reward instead of subsidy" to provide reward fund support to urban agglomerations. The reward standard is set according to the application of terminal products in each scenario or the scale of hydrogen consumption (see Annex 3 for the financial support standard). The pilot period of each urban agglomeration is 4 years. During the pilot period of a single urban agglomeration, the reward ceiling shall not exceed 1.6 billion yuan. The incentive funds shall be used by the local authorities as a whole to support the comprehensive application of hydrogen energy, and shall not be used for other purposes such as balancing the budget, repaying government debts or clearing up arrears to enterprises. Each urban agglomeration should give full play to the benefits of incentive funds, effectively reduce the cost of hydrogen use, and effectively transmit it to the end product consumption link.
5. Performance evaluation and fund allocation
After the end of each pilot year, the leading cities of each urban agglomeration shall, within 30 days, sort out and summarize the work progress, task objectives, problems and work plans of the previous year, as well as the details of the application of terminal products and the scale of hydrogen consumption in each scenario, and prepare a self-assessment report. The self-assessment report shall be submitted to the three departments after being examined and approved by the competent departments of industry and information technology, finance and development and reform at the provincial level where the leading city is located. The three departments will entrust third-party organizations to carry out performance evaluation of urban agglomerations and issue performance evaluation reports by means of data review, field investigation, on-site verification and expert evaluation, combined with the data of the pilot management service platform for the comprehensive application of hydrogen energy. According to the method of "pre-allocation before liquidation", after the approval of the pilot urban agglomeration, the central government will allocate a certain proportion of incentive funds to support the urban agglomeration to start the pilot work of comprehensive application of hydrogen energy. At the end of each pilot year, the three departments will calculate the reward points according to the results of the annual performance evaluation of urban agglomerations (in principle, one point will be awarded 80000 yuan). After the implementation of the policy, the reward funds will be liquidated according to the overall performance evaluation results of the urban agglomeration. Projects that have enjoyed financial support such as ultra-long-term special treasury bonds, investment within the central budget and special government bonds in the application of hydrogen energy shall not be repeatedly declared for the support of this pilot incentive fund.
6. Provincial authorities in charge of organization and implementation
should play an organizational and coordinating role, guide urban agglomerations to clarify their functional orientation and division of labor, establish communication, coordination and organizational mechanisms among cities, put forward internal supervision and assessment systems and punishment measures for urban agglomerations, create a good policy and institutional environment, and ensure the effective implementation of pilot work. Urban agglomeration is the main body responsible for the pilot work of comprehensive application of hydrogen energy, and leading groups and special working classes should be set up to clarify the division of responsibilities and tasks and promote the completion of various objectives and tasks on schedule. Establish and improve the safety management system, clarify the specific responsible departments, and promote the pilot work on the basis of ensuring safety. Pilot cities are encouraged to actively introduce supporting policies and increase R & D support for key technical equipment in the fields of hydrogen production, storage, transportation and utilization. After receiving the reward from the central financial fund, the local government should allocate it in time according to the regulations. We will improve the policy and institutional environment, establish and improve the management measures for the construction and operation of hydrogen energy infrastructure, and encourage the introduction of convenient policies such as the passage of fuel cell vehicles between cities. Local governments are encouraged to strengthen fiscal and financial coordination, and enterprises are encouraged to create conditions to form a linkage with policies such as loan discounts for service operators, so as to provide diversified financial guarantee for the pilot project of comprehensive application of hydrogen energy.
7. The three supervision and management
departments will strengthen the process guidance for the pilot work of comprehensive application of hydrogen energy, organize third-party organizations and industry experts to carry out the whole process of technical support and follow-up guidance, strengthen performance management, and implement node control. Urban agglomerations should upload relevant data and information of hydrogen energy integrated application to the pilot management service platform of hydrogen energy integrated application as required. For urban agglomerations whose progress is not as expected, the three departments will take measures such as adjusting the work programme, deducting or suspending incentive funds, suspending participation in cities or canceling the pilot qualification of urban agglomerations as appropriate. The three departments will take into account the implementation of technological progress, pilot progress and industrial development, regularly optimize the technical indicators of each scenario, and timely adjust the pilot objectives, application scenarios and the composition of urban agglomerations.
