2017, the National Development and Reform Commission issued the Measures for the Administration of Overseas Investment of Enterprises (hereinafter referred to as the Measures (2017)) and a series of supporting documents, which provide an important institutional guarantee for the development and safety of foreign investment. In recent years, foreign investment has made considerable progress, and the external environment has also undergone complex and profound changes. The Third and Fourth Plenary Sessions of the Twentieth Central Committee of the Communist Party of China made important arrangements for improving the service system of foreign investment management and effectively implementing foreign investment management. In June this year, the State Council promulgated the Administrative Regulations of the State Council on Foreign Investment (hereinafter referred to as the Regulations). In order to implement the decision-making and deployment of the CPC Central Committee and the State Council, we revised the Measures (2017) and drafted the Measures for the Management of Foreign Investment (Revised Draft for Opinions) (hereinafter referred to as the Measures (Revised Draft for Opinions)) in accordance with the ideas of benchmarking, problem orientation, overall continuation and linkage. are now open to the public for comments from August 21 to September 20, 2026.
