On July 21, Huaneng Hebei Branch Fuping 1GW Linguang Complementary Project Photovoltaic Area PC General Contracting Project Tender Announcement was issued, and the tenderer was Fuping Changyang Clean Energy Development Co., Ltd. The
announcement shows that the project is located in Pingyang Town, Taiyu Township, Datai Township and other townships in Fuping County, Baoding City, Hebei Province. The total construction scale of the photovoltaic area is 1000MW on the AC side and 1130MW on the DC side ; Photovoltaic modules are planned to select 620Wp and above monocrystalline double-sided modules . The inverter is proposed to be 300 kW and above string inverter .
The tender is divided into two bidding sections . The first and second bid sections are 565 MW PV area (including roads and power collection lines) PC general contracting project. The same bidder can participate in multiple bidding sections at the same time, but only one bidding section is allowed. In terms of
construction period, the first bid section is planned to start construction on September 1, 2026, and be connected to the grid with full capacity on September 30, 2027; The second bid section is planned to be commenced on November 1, 2026 and connected to the grid with full capacity on November 30, 2027. The scope of this
tender includes but is not limited to: construction camp, concrete mixing station (set as required, including winter insulation), equipment and material storage site, material processing site, laboratory, construction power supply, construction water source and other production and living temporary facilities necessary for the construction of the guarantee project. The specific bidding scope of the two bid sections is shown in the following figure:
In terms of performance, the bidder must provide nearly three years (from January 1, 2023 to the present). Subject to the time of contract signing) shall have at least two centralized PV PC general contracting or EPC general contracting performances of 500 MW and above (the general contracting performance shall include the supply of PV modules or brackets). Consortium bidding is not accepted for
