According to foreign media reports, the European Commission recently launched a new round of cross-border renewable energy project proposal solicitation to support the development of ground photovoltaic power plant projects by EU member States.
This is the third round of cross-border photovoltaic bidding under the European Union Renewable Energy Financing Mechanism (RENEWFM). Bulgaria and Finland can participate in the declaration of related projects, this round of tender will provide a total of 54.9 million euros (about 440 million yuan) of investment support. Luxembourg, as a contributing member country, provided funding for this round of tenders.
This round of funds will support ground photovoltaic projects in Bulgaria's Pernik, Kustendil or Stara Zagora regions, which are supported by battery energy storage systems (BESS); At the same time, it also supports ground photovoltaic projects in all areas of Finland except Aland Autonomous Region . The
current round of tenders supports Finland with an upper limit of 400 MW , while Bulgaria does not set an upper limit on installed capacity. However, the photovoltaic and energy storage systems in the project are required to use the same grid access point .
The tender requires that the minimum installed capacity of each project is 10 MW and the maximum is not more than 100 MW. The winning project must be put into commercial operation before March 1, 2029. The European Climate, Infrastructure and Environment Executive Agency (CINEA), which
is responsible for bidding, will hold an information briefing on April 17, local time, to introduce the criteria for project evaluation and the rules for granting subsidies.
Interested bidders need to submit their applications by September 1, 2026, and the funding agreement is expected to be signed in June 2027.
It is reported that the first cross-border photovoltaic tender in Europe was launched in April 2023, and finally CINEA signed a funding agreement with seven photovoltaic projects in Finland. The total installed capacity is 212.99 MW . In July 2024, the second round of bidding was launched, and 7 photovoltaic projects and 2 wind power projects signed funding agreements, with a total installed capacity of 445.65 MW.
