Shandong Provincial Market Regulatory Bureau has been formally implemented recently. The Technical Requirements, organized and compiled by the Department of Ecology and Environment of Shandong Province, fills in the gaps in relevant standards in the province, provides strong support for the standardized and green application of red mud-based cementitious materials in road engineering, and promotes the efficient and safe "turning waste into treasure" of bulk industrial solid waste. As the province with the largest scale of alumina production in China, the output of red mud
in Shandong is also high, accounting for about 15% of the output of general industrial solid waste. Influenced by the unique physical and chemical properties of red mud, its comprehensive utilization rate is lower than that of other bulk solid wastes in the province, the path of environmental protection and efficient absorption is insufficient, and the pressure of red mud storage and environmental supervision exists for a long time.
In recent years, practice in various places has shown that red mud can be processed into cement, baking-free bricks, ceramic raw materials and other building materials. Among them, red mud-based sintering-free cementitious materials have the largest application scale and become the main channel to absorb red mud by virtue of their significant advantages in replacing Portland cement for road base construction. However, at present, there is no unified technical requirements for pollution control in red mud road use, and there is no basis for production, construction and monitoring, which not only hides environmental risks, but also restricts the healthy development of the industry. Shandong Eco-environmental Planning Research Institute, introduced that "Technical Requirements" adheres to the principle of safety first and utilization first, closely adheres to the overall requirements of solid waste reduction, resource utilization and harmlessness, and constructs a "inspection-application-monitoring-management" full-chain pollution provention and control system. The technical indicators and control requirements of red mud-based sintering-free cementitious materials in the application of pavement base are clarified, and the risk provention and control of soil, groundwater and other surrounding environments are strengthened, so that the red mud road project can achieve standardized management from the source to the end, while fully absorbing industrial solid waste, firmly hold the bottom line of ecological environment safety.
It is understood that the promulgation of the Technical Requirements can not only further enhance the absorption capacity of red mud, alleviate the pressure of solid waste disposal in the alumina industry, but also rely on the advantages of sintering-free technology to reduce energy consumption and carbon emissions caused by the production of traditional building materials, and help the green and low-carbon transformation of transportation infrastructure construction.
