On March 16, the Ministry of Human Resources and Social Security, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Health Commission, the Ministry of Emergency Management, the General Administration of Market Supervision and the All-China Federation of Trade Unions jointly issued a notice on the five-year action plan for industrial injury prevention (2026-2030).
2" Work objectives
— — The incidence of industrial accidents will continue to decline, and key industries will be reduced by about 10%
in five years;
— — The incidence of occupational injuries in new forms of employment will be gradually reduced, and key platform enterprises will be reduced by more than 10% in five years;
-The working conditions in the workplace have been continuously improved, and the number of morbidity of key occupational diseases such as occupational pneumoconiosis has decreased significantly.
3. Main tasks
(1) Improve the mechanism of joint prevention and control of work-related injuries. Local human resources and social security departments should constantly improve the system and mechanism of joint meetings (work communication) with emergency management departments, health departments, trade unions and industry authorities, further clarify the division of responsibilities, strengthen coordination and linkage, strengthen joint inspection, and urge employers to conscientiously implement the main responsibility of industrial injury prevention. We should further improve the information and data sharing mechanism, realize the sharing of personnel information, accident information, occupational disease information and industrial injury information, and comprehensively use legal, administrative and economic means to focus on governance. For representative or typical industrial accidents, relevant departments should take warning and notification measures nationwide or in the field of industry to learn lessons and avoid the recurrence of similar accidents.
(2) Strengthen the implementation of the main responsibility of employers. Employers should firmly establish the concept of giving priority to industrial injury prevention, strictly abide by laws and regulations on social insurance, safety in production and occupational health, participate in industrial injury insurance according to law, actively do a good job in industrial injury prevention, strengthen education and training on industrial injury prevention, increase investment in industrial injury prevention, regularly carry out hidden danger investigation and management, and earnestly fulfill the main responsibility of industrial injury prevention. In accordance with the requirements of "three management and three necessities" for safe production, the competent departments of the industry should tighten the main responsibility of the employing units, and the employing units and their principal responsible persons who fail to implement the main responsibility according to the regulations should be dealt with seriously by the relevant departments according to law.
(3) Actively play the role of trade associations. Supporting qualified, capable and willing trade associations, large and medium-sized enterprises and third-party professional and technical service institutions to carry out industrial injury prevention work, and encouraging trade associations, large and medium-sized enterprises and third-party professional and technical service institutions to actively declare industrial injury prevention projects in accordance with the key areas of industrial injury prevention determined by the region. Local human resources and social security departments, together with the competent industry departments, should explore the establishment of lists of trade associations, large and medium-sized enterprises and third-party professional and technical service institutions, compile relevant project declaration guidelines, standardize the mechanism of project declaration, implementation, evaluation and effectiveness, strengthen supervision and management, and give full play to the role of trade associations, large and medium-sized enterprises and third-party professional and technical service institutions.
(4) Focus on key industries for industrial injury prevention. On the basis of establishing and improving the monitoring statistics of industrial accidents and occupational diseases, all localities should strengthen the analysis of relevant data on industrial injury prevention, study and determine the key areas of industrial injury prevention, and determine key projects according to law. The current plan mainly focuses on enterprises in key industries such as hazardous chemicals, mining, construction, transportation, machinery manufacturing and instant distribution, while focusing on traffic accident injuries, sudden illness and death as work-related injuries. Local governments can identify key industries and key areas in the region in light of actual conditions.
(5) Strengthen the publicity of industrial injury prevention in an all-round way. Give full play to the role of mainstream media and new media, give full play to the publicity role of various departments and enterprises in relevant industries, and seize key periods, important nodes and major events to carry out targeted publicity on industrial injury prevention. Every June, we organize the national industrial injury insurance (industrial injury prevention) centralized publicity monthly activities, strengthen the publicity of front-line workers, new forms of employment, students of technical colleges and universities, and promote publicity into enterprises, construction sites, parks, communities and campuses. Give full play to the role of industrial injury prevention and warning education bases of industry authorities, industrial parks, large and medium-sized enterprises, etc.
(6) Actively innovate industrial injury prevention training. Implement industrial injury prevention training for key enterprises in key industries, and conduct key training for principal responsible persons, responsible persons in charge, principal responsible persons of safety and health management departments and front-line team leaders in key industries. Industrial injury prevention education should be incorporated into the curriculum system of technical colleges, and technical colleges should offer industrial injury prevention training courses in an all-round way. We will actively innovate training methods, cooperate with the "first responsible person" training for the main responsible persons of key industries and enterprises, and carry out collaborative training for core supply chain enterprises (leading enterprises) to export safety and health management experience and industrial injury prevention resources to upstream and downstream enterprises (small and medium-sized enterprises in the same industry); Relying on industrial parks, we explore the establishment of group training of "park-industry-enterprise-team" training. All localities should adjust measures to local conditions, innovate training methods and pay attention to training effectiveness. Industrial injury prevention training can reduce the corresponding hours of safety production and occupational health training.
(7) Give full play to the regulatory role of industrial injury insurance premium rates. On the basis of determining the industry benchmark rate according to the degree of industrial injury risk, all localities should give full play to the incentive and restraint role of floating rate, promote employers to take the initiative to do a good job in industrial injury prevention, and reduce the occurrence of industrial accidents and occupational diseases. Social insurance agencies around the country should conduct a comprehensive assessment of the industrial injury risk status of each insured unit every 1 to 3 years, and determine whether the premium rate is floating and the floating grade according to the factors such as the use of industrial injury insurance premium, the incidence of industrial injury and the degree of occupational hazards.
(8) Establish and improve the monitoring index system for industrial accidents (including occupational diseases). Local governments should build dynamic micro-data sets of industrial accidents, systematically collect and accumulate data such as the number of employers participating in insurance (industry type distribution), the number of industrial injury identification (accident type distribution), the number of labor capacity identification (disability grade distribution), fund payment data and the use of industrial injury prevention fees; Strengthen data development, analysis and application, grasp the occurrence law of industrial accidents and occupational diseases (high-frequency causes, posts, locations), the incidence of industrial accidents in industries, the incidence of industrial accidents in enterprises, the development of industrial injury prevention, the utilization rate of prevention fees, and the payment rate of funds. Strengthen the monitoring, analysis and risk warning of industrial accidents and occupational diseases in key industries, key enterprises and key posts, so as to provide scientific basis for accurate industrial injury prevention, scientific floating rates and policy improvement.
(9) Vigorously implement "artificial intelligence + industrial injury prevention". Actively play the role of artificial intelligence, build high-quality industrial injury prevention data sets, deploy applications with functions of policy evaluation, intelligent assistant evaluation and accident injury early warning, explore and carry out industrial injury prevention industry model training, in-depth analysis of industrial accidents and occupational diseases, and accurately identify key industries, key enterprises, key groups and key positions for industrial injury prevention. Artificial intelligence is used to enrich the content of industrial injury prevention publicity and training, and to explore the use of virtual reality (VR) and augmented reality (AR) application technology to carry out training publicity. Give full play to the role of artificial intelligence and informatization in the management, evaluation and effectiveness of industrial injury prevention projects, and carry out full-cycle, full-process and all-round intelligent supervision of projects.
(10) Continue to promote the professionalization of industrial injury prevention. Establish and improve the database of industrial injury prevention experts, standardize the declaration and management of industrial injury prevention experts, select experts in industrial injury prevention, safety production, occupational health and other fields, responsible for industrial injury prevention project evaluation, publicity and training, problem diagnosis, measures formulation, evaluation and acceptance and other professional and technical related work, and enhance the participation of experts. Experts can be shared among regions. Encourage the exploration and establishment of industrial injury prevention standards in key industries (localities), and pay attention to the role of industrial injury prevention consultants.
4. Safeguard measures
(1) Strengthen organizational leadership. Industrial injury prevention is related to people's well-being and is a systematic project and a popular project. The work of industrial injury prevention should be included in the assessment of provincial government's responsibility for safety production objectives, so as to promote the effectiveness of industrial injury prevention. Human resources and social security, emergency management, health departments and industry authorities should earnestly assume their responsibilities, implement the responsibilities stipulated by laws and regulations on occupational health in production safety, and be responsible for the implementation and supervision of industrial injury prevention projects in their respective fields. Trade union organizations should play a good supervisory role, urge enterprises to implement the main responsibility of industrial injury prevention, and earnestly safeguard the legitimate rights and interests of workers. Provincial or municipal human resources and social security departments should give full play to the role of leading departments, scientifically determine the key areas and projects of industrial injury prevention, and play a good role in the linkage mechanism of departments. Efforts should be made to form a pattern of industrial injury prevention with government guidance, employer responsibility, market operation and employee participation, so as to promote the orderly development of industrial injury prevention.
(2) Be brave in innovation and development. All localities should adhere to problem-oriented, goal-oriented and effect-oriented, improve the work system, policy system and standard system of industrial injury prevention, strengthen the data accumulation and statistical analysis of industrial accidents, occupational diseases and industrial injury prevention, and promote the solution of key and difficult problems of industrial injury prevention. It is necessary to establish an incentive mechanism for demonstration, guidance, rewards and punishments, strengthen work guidance, and enhance the consciousness of employers in fulfilling their main responsibilities. We should improve the communication and coordination mechanism and promptly identify and solve the problems encountered in the work. We should base ourselves on reality, make bold innovations, explore and create a number of operational, regulatory, evaluable and popularizable modes of industrial injury prevention, summarize and popularize experiences and practices, and form good demonstrations.
(3) Strengthen the guarantee of funds. All localities should conscientiously implement the provisions of the Social Insurance Law, the Regulations on Industrial Injury Insurance and the Interim Measures for the Use and Management of Industrial Injury Prevention Fees, prepare budgets for industrial injury prevention projects as required, and ensure the funds for industrial injury prevention work on the premise of guaranteeing the ability to pay for industrial injury insurance benefits and the retention of reserve funds, so as to provide strong support for industrial injury prevention work. Provincial human resources and social security departments shall, in conjunction with relevant departments, formulate guidelines and formats for the declaration of training projects, so as to provide support for all parties to standardize, accurately and conveniently declare projects.
(4) Strengthen supervision and management.All localities should standardize the declaration of industrial injury prevention projects and the management of service contracts, introduce expert evaluation mechanism, scientifically and rationally determine projects, clarify implementation requirements, strengthen the management and supervision of the whole process before, during and after the event, and strictly implement the project acceptance system in accordance with the principle of "who is in charge (the competent department of the industry) who is in charge". Establish the management system of industrial injury prevention archives to realize the whole process management that can be inquired and traced. To ensure that industrial injury prevention fees are spent and used in accordance with the law and regulations, they shall be used exclusively for publicity and training projects, and shall not be diverted for other purposes or used beyond the prescribed limits. Those who obtain (defraud) industrial injury prevention fees during the implementation of the project shall be dealt with in accordance with the provisions of social insurance laws and regulations, and those whose circumstances are serious enough to constitute a crime shall be investigated for criminal resp onsibility according to law.
(5) Establishing a long-term mechanism. In light of the actual situation, all localities should improve and implement the long-term mechanism, put an end to a gust of wind and a one-size-fits-all approach, and promote the normalization, standardization and institutionalization of industrial injury prevention. We should carry forward the spirit of nails, take five years as a cycle, adhere to a blueprint to the end, maintain policy stability and continuity of work, work year by year, work phase by phase, work hard for a long time, and make unremitting efforts to promote the prevention of work-related injuries to achieve new results.
